How can the City of Fremantle encourage additional housing numbers and choice within suburban areas whilst respecting the character of these locations? The traditional mechanism for achieving infill in these locations is to rezone precincts to allow subdivision into smaller lots however it has become clear that there are problems with the qualitative and quantitative outcomes of this approach. This research analyses these shortfalls using a framework of design adapted from current state planning and design policy and then proposes variations and amendments to policy to meet the performance gaps that have been identified. The new controls are then tested and refined through design based research on typical lots to arrive at a new set of residential design controls which deliver housing diversity yet have the character of these suburban areas as a guiding principle.
